Ports and transit

  • Tema: main port near Accra, for all our products, and gateway to the Burkina Faso corridor.
  • Takoradi: western port, for all our products.
  • Transit: about 20–23 days with the fastest service, depending on the carrier.
  • Incoterms: CIF Tema by default, CFR and FOB on request.

Documents and sanitary control

  • Health or veterinary certificate from the competent authority of the origin country.
  • Certificate of origin, invoice, packing list and bill of lading.
  • English labelling.
  • SGS pre-shipment inspection and temperature recorder on request.
  • In Ghana, the Veterinary Services Directorate issues the import permit for animal products and the Food and Drugs Authority (FDA) checks food products on arrival. The importer obtains the permit; we confirm the requirements with them before each loading.

Import requirements at a glance

AuthoritiesFood and Drugs Authority (FDA): importer licence, product registration, import permit and inspection of every container at the port. Veterinary Services Directorate (VSD, Ministry of Food and Agriculture): veterinary sanitary requirements and certificates for animal products, inspection where required. Ghana Standards Authority (GSA): standards enforced by the FDA and consignment inspection. Customs (GRA) through the ICUMS single window.
To obtain before shipmentBy the importer: FDA importer licence renewed yearly and a licensed cold store; FDA registration of products for local sale; FDA electronic permit (eMDA) before import, processed within about one working day after fees are paid. Import permit for poultry meat. Company registration, import declaration form and tax clearance certificate.
Documents on arrivalHealth certificate from the origin country authority (marine biotoxins, veterinary drug residues, hygiene); commercial invoice, freight and insurance certificates, import licence, declaration through ICUMS; valid halal certificate where the product carries a halal claim.
Conditions checked at the portProduct kept at -18 °C ± 3 °C or below throughout the voyage; temperature recorder in each container; at least 60 % of shelf life remaining at inspection; on each pack: supplier address, country, batch code, net weight, shelf life and storage temperature. English labelling, stick-on labels not accepted. A consignment can be held for laboratory testing; a positive result (e.g. Listeria monocytogenes) means disposal of the whole consignment at the importer's cost.
Typical port clearance timeUSDA (Accra office, June 2025) reports 48–72 hours for customs clearance when documents are complete and accurate, excluding FDA testing. Confirmed with your clearing agent.
Customs duty (ECOWAS CET, on CIF value)Frozen poultry: 35 %. Frozen beef, pork and offal: 35 %, fifth band. Frozen fish (0303): 10 %. Milk powder in packs of 25 kg or more: 5 %; under 25 kg: 10 %. Plus levies and 15 % VAT, calculated in ICUMS.

This reflects published regulation; the importer and their clearing agent confirm current requirements before each loading.

What sells in this market

  • Frozen poultry: the market buys mostly frozen cut parts: leg quarters, wings, breast fillets, thighs, drumsticks and backs, plus whole birds. From our range: chicken leg quarters, wings, MDM, whole hens, gizzards, feet and paws, turkey.
  • Fat content: Ghanaian standards set a maximum of 15 % fat for poultry (GS 91:2015), 25 % for beef (GS 90:2015) and 25 % for pork (GS 89:2018). We check this on the specification before we offer.
  • Frozen fish: mackerel, horse mackerel, sardinella, hake, sardine, ribbonfish, tilapia, in 40' reefers of about 26–28 t. Tell us the size band (grams per piece) and carton weight: we quote against your specification.
  • Frozen pork: front and hind feet, neck bones, heads, tails.
  • Frozen beef and offal: kidneys, liver, hearts, tails, lips, 80/20 trimmings.
  • Milk powder: SMP, whole milk powder, FFMP; state the packing (25 kg or more, or smaller), as it changes the tariff line.
  • Frozen fries: 7×7 and 9×9 mm, about 24–25 t per 40'.

Landlocked corridors

  • Tema and Takoradi to Burkina Faso: Tema and Takoradi are Ghana Customs transit stations; Paga, on the Burkina Faso border, is a dedicated transit station. The GRA Transit Unit monitors road haulage of transit goods, and the State Insurance Company acts as national guarantor for transit bonds.
  • Regime: ECOWAS Inter-State Road Transit convention (ISRT, TRIE in French): a single transit declaration, approved vehicles, seals, route and delivery time set at departure, and a guarantee.
  • On the Burkina Faso side: the Burkinabè importer obtains a special import authorisation (ASI) from the Directorate General of Veterinary Services.
  • Our role: delivery CIF Tema (or Takoradi); onward road transit is arranged by the importer, and we provide the documents they need.

How long is the transit?

About 20–23 days with the fastest service, depending on the carrier.

Which documents are needed to clear customs in Tema?

The origin health certificate, certificate of origin and full commercial set, plus the import permit the importer obtains from the Veterinary Services Directorate; the FDA inspects the goods on arrival.

Do you ship to Burkina Faso via Tema?

Yes, CIF Tema with onward road transit arranged by the importer. See the Burkina Faso page.

What customs duty applies?

Under the ECOWAS common external tariff: 35 % on frozen poultry, meat and offal, 10 % on frozen fish, 5 % on milk powder in packs of 25 kg or more, on CIF value, plus levies and 15 % VAT. ICUMS calculates the exact amount line by line.

Every container is inspected: temperature at -18 °C ± 3 °C with a recorder, at least 60 % of shelf life remaining, full English labelling on each pack. Samples may be taken for testing before release.

Yes: a maximum of 15 % for poultry and 25 % for beef and pork, under Ghana Standards Authority standards enforced by the FDA.

Yes, on request and per full container; any halal claim must be covered by a valid halal certificate. Pork is never halal.

Does EU origin reduce the duty?

Not for poultry, meat and offal, which are excluded from the tariff cuts of the EU–Ghana Economic Partnership Agreement, nor for fish of non-EU origin: the CET rates above apply. For EU-origin milk powder, your clearing agent confirms whether a preference applies.

What does a buyer in Burkina Faso need when shipping via Tema?

The special import authorisation (ASI) from Burkina Faso's veterinary services, ISRT transit under a bond, and exit from Ghana through a transit station such as Paga.
